When you travel in Bulgaria, you will find that most signposts are written not only in Cyrillic script, but also in Latin. In most restaurants you will be able to get a menu in English, and be surprised at how many Bulgarians speak some English or other foreign languages.
Especially in the areas with great foreign settlements, the knowledge of English among the population is quite extended. For children in public schools, English lessons are mandatory from the 6th class, but most of them choose to start already in the 1st school year.
